What to do about nosey neighbors?

I just moved here about a month ago with my wife and 2 kids. We live directly above 2 elderly ladies and we are a fairly young couple in our 20's. We don't do anything to cause problems, but every time we go outside they seem to be staring out the window at us, pointing their fingers. When we first moved in we attempted to introduce ourselves to them and they simply ran off. We speak to them if we see them outside and they just stare at us. They have even went as far as going to the housing office and told them lies about us. We even go as far as making our kids stop playing around 7 PM every night just to ensure they don't hear noise during late hours. But even when we walk through our apartment you can hear them hitting their ceiling. What should we do about them?
