Did Hilary Clinton invent pediatric clinical trials ?

In the most recent debate with Obama she said she forced the drug companies to test medications before they gave them to kids. So does this mean she invented pediatric clinical trials? Did drug companies not test their pediatric medications until Hilary Clinton came along and forced them to test the drugs. What exactly did she mean? How did she force them to conduct pediatric clinical trials and what was the testing protocol before she came along what was the outcome of her involvement? This would be a good question for a reporter to ask of the Clinton camp. It would be a shame if any politician claimed credit for stuff they didn't do.
